PURPOSE & DESCRIPTION

 The purpose of the Rock Island Arsenal Viaduct reconstruction project is to provide the needed replacement of the current bridge deck, parapets, and lighting as well as spot repairs to the steel support beams. The condition of the existing bridge has deteriorated to the point where an upgrade to those elements is necessary.

The 16th Street Viaduct Bridge intercepts 4th Avenue and 14th Street at street level and passes over existing streets and businesses to its connection with the Arsenal Island Bridge just north of River Drive. The bridge provides direct access for commuters wishing to travel between Arsenal Island and Moline. Weather, salt used in snow removal, vehicle use, and age have combined to result in deterioration of the bridge deck and the need for repairs.

• Project start date: September 2, 2025
• Completion date: August 2027
• The Arsenal on-ramp and off-ramp at River Drive WILL ALWAYS BE OPEN during the project.
• The Arsenal on-ramp on 14th Street and the Arsenal off-ramp on 4th Ave WILL ALWAYS BE CLOSED during the project.
• River Drive and 4th Avenue WILL NOT BE CLOSED AT THE SAME TIME - when one is CLOSED to traffic, the other will be OPEN.

PROJECT TIMELINE (updated 8/6/25)

• Project staging work begins 9/2/25
• Arsenal viaduct between River Drive and 14th St/4th Ave will CLOSE 9/8/25 - on-ramp and off-ramp at River Drive will remain OPEN.
• Stage 1 of bridge span demolition starts 10/27/25 - River Drive will be CLOSED but 4th Ave will be OPEN.
• Winter shutdown: 12/19/25 to 2/27/26 - River Drive and 4th Ave will be OPEN during winter shutdown.  NOTE: Some work will be done during winter shutdown, but it will not require road closures
• Stage 1 resumes 2/27/26 - River Drive will be CLOSED until 6/10/26
• Stage 2-4 bridge demolition work begins 6/11/26 - 4th Ave and its 15th Street intersection will be CLOSED but River Drive will be OPEN.
• Winter shutdown: 12/7/26 to 3/5/27 - 4th Ave and River Drive will be OPEN.
• Project resumes 3/8/27 - River Drive will be CLOSED.
• 5/3/27 - River Drive RE-OPENS.
• 5/4/27 - 4th Ave and its intersection at 15th Street will be CLOSED until the project is finished on 8/23/27.
