PURPOSE & DESCRIPTION

 The purpose of the Rock Island Arsenal Viaduct reconstruction project is to provide the needed replacement of the current bridge deck, parapets, and lighting as well as spot repairs to the steel support beams. The condition of the existing bridge has deteriorated to the point where an upgrade to those elements is necessary.

The 16th Street Viaduct Bridge intercepts 4th Avenue and 14th Street at street level and passes over existing streets and businesses to its connection with the Arsenal Island Bridge just north of River Drive. The bridge provides direct access for commuters wishing to travel between Arsenal Island and Moline. Weather, salt used in snow removal, vehicle use, and age have combined to result in deterioration of the bridge deck and the need for repairs.

• Project start date: July or August 2025
• Completion date: Late fall 2026 or early 2027
• The Arsenal on-ramp and off-ramp at River Drive WILL ALWAYS BE OPEN during the project.
• The Arsenal on-ramp on 14th Street and the Arsenal off-ramp on 4th Ave WILL ALWAYS BE CLOSED during the project.

PROJECT TIMELINE

• Late summer 2025 until winter shutdown (Stages 1-3) - 4th Ave will be CLOSED during this period
• Short-term closures of River Drive may happen during these stages, but River Drive and 4th Ave WILL NOT BE CLOSED AT THE SAME TIME.
• Winter shutdown: Late 2025 - 4th Ave will be OPEN during winter shutdown
• Project resumes: Spring 2026 - 4th Ave will be CLOSED during completion of Stages 1-3
• Late summer 2026 - Stage 4 begins - River Drive will be CLOSED (approximately 11 weeks)
• Short-term closures of 4th Ave may happen during Stage 4, but River Drive and 4th Ave WILL NOT BE CLOSED AT THE SAME TIME.
• Winter shutdown: Late 2026 - River Drive will OPEN during the winter shutdown
• Project resumes: Spring 2027 - River Drive will be CLOSED
• Short-term closures of 4th Avenue may happen during Stage 4, but River Drive and 4th Ave WILL NOT BE CLOSED AT THE SAME TIME.
